How do we remove Static NAT from 2801 Router?

We have Cisco 2801 router , which uses static NAT translation for third party vendors.The problem is that we are not able to remove the NAT entry from the 2801 router:
2801(config)#no ip nat outside source static 10.4.7.90 10.9.1.1

The router will take the command but nothing happens. 2801#show run | i 10.4.7.90 , NAT is still available
ip nat outside source static 10.4.7.90 10.9.1.1

Tried adding another NAT to the existing line, then the result was:
2801(config)#ip nat outside source static 10.3.4.6 10.9.1.1
% similar static entry (10.9.1.1-> 10.4.7.90 ) already exists

The router version is: Cisco IOS Software, 2800 Software (C2800NM-IPVOICEK9-M), Version 12.4(11)XJ4, RELEASE SOFTWARE (fc2)

There is nothing in the logs as well. What are the possible solutions to this problem?

Debugging steps -
  1. Restart 2801
  2. apply configuration change
  3. write memory
  4. restart 2801
  5. check running config.
Need a second restart, but don't stop if after first restart, it didn't apply to running config.

Reason that causes this problem:
It is a fault with the router hardware and/or IOS. the restart will clear out the clog and allow new changes to occur. The second restart is for good measure , although extremely rare, where the problem is that the IOS has problems applying the config and will keep having change problems until a change is made, applied, and restarted.
